Army Quartermaster Colin M. Selph bought the entire silk supply of Richmond for making the flags (and the only red-like colors available in bulk were either pink or rose, hence these flags being of lighter shades). The flag making was contracted to some Richmond sewing circles.

There were two basic design types made. The first type had gold stars painted on the cross, and a white hoist sleeve for the flag pole. There are two variantions of the first type: one having gold or yellow fringe on the three external edges of the flag; and the other having a white border in lieu of fringe.

The second type differed from the first in that the second type had white silk stars sewn to the blue saltire. Rather than fringe or a white border, the external edges of the second type were bound with yellow silk to form a 2″ wide border. It had a blue hoist sleeve for the flag pole.

Although the intent had been stated to have flags issued in different size for infantry, artillery and cavalry, no such size distinction was made in these silk flags. All of these flags are essentially 48″ square. There is, however, one flag of the second type used by the 6th Virginia Cavalry which has a pole sleeve of yellow (the cavalry branch colour).

Starting in late November, 1861, the new battle flags were then presented to the Confederate units at Centreville and into December for other units in nearby parts of Northern Virginia. The flags were presented to each regiment by Gens. Beauregard and Johnston, as well as other army officers, in elaborate parade ground affairs. The Richmond Whig newspaper article of December 2, 1861, tells of the presentation at Centreville on November 28:

“The exercises were opened by Adjutant General Jordan, who, in a brief but eloquent address, charged the men to preserve from dishonor the flags committed to their keeping. The officers then dismounted and the colonels of the different regiments coming forward to the center, Gen. Beauregard, in a few remarks, presented each with a banner, and was eloquently responded to. The regiments then came to ‘present’, and received their flags with deafening cheers.”

So was issued the first of the battle flags for what would become the famous Army of Northern Virginia. Despite the creation of this (and other) battle flags, the First National flag would not fall from use in battle. No matter what the reaction of the northern public was, the response of Capt. Mills was clear. The flag would remain in its place of prominence on the ship. Obviously, they did not wish to replicate entirely South Carolina’s already established state flag, choosing instead an equally traditional five-pointed star. This change could possibly be a tribute to the 1861 Bonnie Blue flag, an unofficial banner of the Confederate States, which bears a single white star on a large blue field.

The first variation of the flag of South Carolina, an indigo-blue field (indigo being a major cash crop in the state’s infancy) decorated with a solemn and crescent “moon,” appears initially around 1775. This pattern, created by General William Moultrie in response to a request by the Revolutionary Council of Safety, however, differs greatly from the flag presently used. Decades later in 1861 that the singular Palmetto tree was added to the flag’s center, an homage to Moultrie’s remarkable victory at Fort Sullivan on June 28, 1776, where from an unfinished fortification built from Palmetto logs and packed sand, Charleston patriots fought off nine heavily armed British warships, damaging four and killing more than 100 redcoats.

Interestingly, the crescent “moon” in the top corner of the state flag is still cause for debate. He grew up in a military family, as a direct descendant of Maj. Gen. Thomas Pinckney. Huger enrolled in the United States Military Academy at West Point, graduating in the top ten of his class. He was commissioned as a topographical engineer for the United States Army. In 1831, Huger married Elizabeth Celestine Pinckney and raised a family of five children. In 1839, he was assigned to command Fort Monroe'sarsenal in Virginia until the outbreak of the Mexican-American War. When the Mexican-American War began in 1846, Huger served on the staff of Maj. Gen Winfield Scott throughout the war. Huger fought at Veracruz and in the Battle of Molino del Rey. After the war, Huger served as a commanding officer in various arsenals and observed foreign battle strategies in the Crimean War.

Upon his arrival home, Huger was placed in charge of the Charleston Arsenal. As tensions between North and South rose, Huger continued serving in the United States Army. While stationed in Charleston, Huger witnessed the beginning of the American Civil War with the bombardment of Fort Sumter on April 12, 1861. With South Carolina seceding from the Union and seizing Federal forts, Huger was forced to decide between continuing to serve the United States or joining the Confederate Army. After the bombardment, Huger joined the Confederate Army as a brigadier general and was placed in charge of the artillery in Norfolk, Virginia. In 1862, Huger was asked to resupply the Confederate troops in North Carolina during the Battle of Roanoke Island. Delays prevented Huger from reaching the battle in time to provide adequate reinforcements. His slow arrival severely damaged his reputation as a Confederate general, and as news spread of the Confederate defeat, Huger was sent back to Norfolk. After Federal troops landed on the Virginia Peninsula in 1862, Huger was ordered to withdraw and destroy what he could of the Norfolk shipping yard. The shipyard's burning was rushed, leaving many ships intact for Union use. Throughout the rest of the war, Huger's reputation declined after a failed attack at the Battle of Seven Pines. James Longstreet and Huger cost the Confederates what could have been a decisive victory. Even though Huger did not receive proper intelligence, his reputation suffered. Huger was relieved of his command and transferred assigned as assistant Inspector General of artillery and ordnance for the Army of Northern Virginia. In August of 1862, he was relieved of these duties and transferred to the Trans-Mississippi Theater where he served the remainder of the war in staff and administration roles.

After the war, Huger became a farmer in Virginia, where he lived for many years.
