In an effort to take advantage of a large stock of surplus single-breasted foot overcoats on hand from the Civil War the quartermaster general ordered an additional longer cape affixed to these sky-blue wool garments, thus adding a degree of warmth as well as creating a look similar to some civilian overcoats of the Victorian era. This expedient proved short-lived after its original 1871 conception, although a general order in 1872 required its continued use until stocks were ex-hausted.
